Overview of Grant Preparation and Submission Process

New Proposal Submission Guidelines: Effective June 1, 2007

The USF Division of Sponsored Research (DSR) is responsible for the review and approval of proposals to agencies for funding research and other academic activities.  In order to provide optimal and equitable service to all University of South Florida system wide faculty there is an acknowledged need for implementation of internal deadlines for submission to DSR of all proposals that are to be mailed, hand delivered, or sent electronically. The Proposal Authorization Form "Internal Form" must be submitted at the DSR Proposal Due date, either electronically or hard copy with all applicable authorization or signatures.

The New DSR deadlines can be found on the following site: NEW_PROPOSAL_SUBMISSION_GUIDELINES. In addition to the new proposal guidelines, use as a check list the following recommendations: 

1. Determine the agency submission of your proposal - If you are submitting a proposal to a governmental agency, you are in the right place now.  To submit a proposal for a foundation request, you will submit via the USF Foundation.  Contact Sarah Purvis at 727 873-4824 for details pertaining to USF St. Petersburg.

2. Be sure to plan in advance -

(a) New procedures are being implemented by federal agencies that require longer lead times than you may have experienced in the past.  The most significant of these is the development of a central clearinghouse for all federal agency submissions referred to as Grants.gov. This implementation has created some challenges, as NIH and other agencies have noted.  While it may appear that a USF St. Petersburg Principal Investigator can submit a proposal directly to an agency via this web site, please note that USF staff in Research Proposal Services are responsible for the actual uploading of all USF submissions via Grants.gov.  Nonetheless, a researcher may find a great deal of interest on new funding opportunities on this site.

(b) Be aware of submission deadlines. USF St. Petersburg needs time internally to route all proposals and to prepare budgets.  This is typically at least three working days in advance of the time that RPS needs them. You will need to fill out an "internal form" (aka, Division of Sponsored Research Proposal Review and Certification Form) for all routed proposals. Please note that this form was just revised to include additional signature blocks for regional campuses.

(c) Be aware of RPS submission deadlines. Since many submission deadlines attract a large number of grants from a given institution, your proposal may be in a long line with others.  RPS has the following due dates for submission to RPS:


•  Hard Copy (Paper) Proposals are due 3 working days prior to agency written submission deadline

  • Electronic Proposals must be received in DSR (Division of Sponsored Research) in final form no later       than five business days prior to the proposal/electronic submission deadline


    • Contracts are due up to 2 weeks

3. Understand the proposal preparation, routing, and submission process -   There is detailed guidance elsewhere on this web site describing proposal preparation steps and the process and procedures at USF St. Petersburg. In addition, consult USF RPS's The Principal Investigator's Quick Reference Guide, but be aware that there are some subtle differences in proposal routing that apply for USF St. Petersburg. 4. Do not forget to fulfill the necessary Research Compliance requirements, such as for all human subjects research.  Details can by clicking here.

Limited Submissions

Many funding agencies place limits on the number of letters of intent, proposals, or applications that any one university may submit in response to an announcement, creating the need for an internal review process.  In order to prevent potential disqualification of submissions by the University, guidelines for an internal review process have been established.  For further information regarding this process and its requirement, please contact Patricia Scott at pscott@spadmin.usf.edu or 873-4096.

Effective June 1, 2007, the following deadlines are suggested for the Limited Submission Proposals:

  • Internal "letters of intent" and pre-proposals must be submitted sixty days prior to the agency deadline in order to allow the Office of Research to select reviewers; discuss the pre-proposals; and to provide recommendations to the AVC for Research and Graduate Studies  as to which proposals are eligible  to go forward on behalf of USFSP.
  • Complete internal "letters of intent" and pre-proposals that are received after the internal deadline of sixty days will be considered only if NO other pre-proposals have been received. The Faculty Research Council will review all pre-proposals received up to five days prior to the agency deadline for consideration of submission. If pre-proposals are received less that five days prior to the agency deadline, they will be processed on a "first received" basis.
  • Limited submission proposals must also adhere to the proposal submission guidelines for either paper or electronic submissions, as appropriate.

Child Welfare Training: Curriculum Development and Evaluation for Healthy Marriage and Relationship Education

The Children's Bureau announces the availability of funds and requests applications for one cooperative agreement to develop, field test, revise, implement, evaluate, and disseminate a competency and experientially-based training curriculum for training child welfare professionals. This curriculum will address healthy marriage and relationship skills for populations underserved in the general population and overrepresented in the child welfare system. The Children's Bureau (CB) is particularly interested in the evaluation of the effectiveness of the curriculum and the possible expansion, replication, and dissemination of the curriculum on a national level.

Additional Information on Eligibility

Eligible applicants must offer accredited graduate level education programs in the social sciences, such as social work, human services, child development or other accredited graduate level programs leading to a degree relevant to work in child welfare. Applicants must also present documented evidence that they have secured commitments from public child welfare agencies to jointly develop and/or improve existing staff training and retention systems. Collaborative efforts are acceptable and encouraged; however, the institution of higher education will be the primary applicant responsible for administering the grant. In addition to its partnership with one or more child welfare agencies, the grantee is expected to partner closely in its cooperative agreement with CB and to collaborate with the National Healthy Marriage Resource Center, the Fatherhood Clearinghouse, the National Quality Improvement Center on Non-Resident Fathers, and other relevant entities in the development of the curriculum. Applications must include documented, formal partnerships, third-party agreements or Memoranda of Understanding (MOUs) with partnering organizations. Foreign entities are not eligible under this announcement.

Innovative and Integrative Approaches for Advancing Public Health Protection Through Water Infrastructure Sustainability

Some awards may involve or relate to geospatial information. The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is seeking applications to develop advanced concepts for linking public health protection with water infrastructure sustainability. Innovative and integrative approaches are sought for monitoring, modeling, operation, and management of drinking water distribution and storage systems and wastewater collection systems that can lead to improved water quality and reduced health risks.
