SAILING INSTRUCTIONS
1. RULES
The regatta will be governed by the 2009-2012 Racing Rules of Sailing (RRS), the prescriptions
of US SAILING, the ISSA Procedural Rules, and the Notice of Race except as modified by these Sailing Instructions.
2. NOTICE TO COMPETITORS
Notices will be posted on the Official Notice Board in the St. Petersburg Sailing Center.
3. CHANGES IN THE SAILING INSTRUCTIONS
Any changes in the Sailing Instructions will be posted before 0800 hours on the day it will take effect.
4. BOATS
4.1 Vanguard Collegiate FJs and 420s will be provided for all competitors.
4.2 ISSA Procedural Rules regarding equipment will apply.
4.3 The penalty for infringement of the above instructions will be disqualification from all races sailed in contravention of these instructions.
4.4 Competitors shall report any damage or loss of equipment, however slight, to the race committee/regatta organizing authority's representative immediately upon completion of the race in which it occurs. Damage deposits will be pooled to pay for damages not traceable to a particular team or competitor.

1500 No race will start after this time, with the exception of any sail off, if needed

Changes to the schedule will be posted on the official notice board located at the St. Petersburg Sailing Center.
5.2 The Race Committee will attempt to complete a full rotation, a total of forty races, twenty in each division. The schedule will be to complete as many races as possible each day.
6. RACING AREA
The racing area will be on Tampa Bay, near the St. Petersburg Pier.
7. THE COURSE
7.1 Courses shall be short Collegiate-style in accordance with the Procedural Rules. See Notice Board for designations.
7.2 The identifying letter of the course will be given orally or displayed by the Race Committee boat before the Warning Signal.
8. MARKS
Marks will be orange buoys.
9. START
9.1 The starting line will be between a staff displaying a flag on the race committee boat and the starting buoy.
9.2 Races will be started in accordance with ISSA Procedural Rule 7.8 which states: "US Sailing-For regattas, RRS Appendix S - Sound-Signal Starting System shall be used.”
10. RECALLS
10.1 Each yacht's recall number shall be her sail number.
10.2 Individual recalls will be made in accordance with US Sailing -RRS Appendix S6 except the Race Committee shall promptly display Flag X. The flag shall be displayed until all boats on course side at the start are completely on the pre-start side of the starting line or it’s extension and have complied with RRS 30.1, if it applies, but no later than two minutes after the starting signal, whichever is earlier. The Race Committee may also attempt to notify individual boats by hailing their sail numbers. (Replaces RRS 29.1 and changes RRS Q6).
10.3 A General Recall will be signaled by multiple sound signals. In accordance with ISSA Procedural Rules the "Round-the-Ends" provisions of US Sailing RRS 30.1 shall then apply, without the need for any signal to be given (ISSA PR 7.8 (b)). The three minute starting sequence signal will begin soon after.
11. SHORTENING, ABANDONING OR RESAILING A RACE
In accordance with ISSA Procedural Rule 7.7 (d) races will not be shortened, they will be abandoned in accordance with US Sailing RRS 32.
12. THE FINISH
The finish line will be between a staff displaying a flag on the Race Committee Finish boat and the finishing buoy.
13. SAFETY
13.1 A boat which retires from a race is asked to notify the race committee before leaving the course area.
13.2 Competitors shall provide and wear USCG approved personal flotation devices (PFD) at all times while on the water. Wet or dry suits are not acceptable substitute for a PFD.
14. SCORING
Scoring will be in accordance with ISSA Procedural Rule 9.
15. IMMEDIATE PENALTIES FOR BREAKING RRS 42
‘Appendix P’ of the RRS shall be in effect as modified by ISSA PR 14.
16. PROTESTS
Protest procedure will be in accordance with ISSA Procedural Rules Section 16.
17. BREAKDOWNS
Procedure and compensation for breakdown points shall be in accordance with ISSA Procedural Rule 9(f) and ISSA Appendix 3.
18. COACHING
18.1 Unless it is with the permission of the Race Committee, team leaders, coaches and other support personnel shall not go afloat in the racing area on May 9-10, 2009.
18.2 All coaching, crew rotations, exchange of clothing / food / drink, and communication shall occur as instructed by the Race Committee.
18.3 Competitors shall not communicate with a coach before reporting to Race Committee the intent to file a protest.
18.4 An infringement of these rules of paragraph 18 shall subject a competitor to disqualification in accordance with ISSA Procedural Rules.
19. PRIZES
Prizes will be awarded to the schools placing first, second, and third, and to skippers and crews placing first in each division.
20. OFFICIAL NOTICE FOR ALL PARTICIPANTS
No contestant shall use, either on or off the water, alcoholic beverages (beer, wine, distilled spirits), or use any controlled substance (marijuana, cocaine, etc.), the possession of which is unlawful. Infringement of this regulation and/or other discipline expectations occurring during May 9 or May 10, 2009 may be the basis for disciplinary action. Discipline problems and this regulation’s enforcement will be handled promptly by an adult Discipline Hearing Board which will consist of three members: The Regatta Chairperson, a SAISA or ISSA Officer, and the Chief Judge. This Board shall, at a time and place selected by them, meet to hear said problem, and their decision to impose scoring penalties, or other sanctions they alone deem appropriate, including summary removal from the entire regatta, shall be final, without appeal.
